Having successfully mobilised the main Cat B fit-out on Levels 3 & 4 for the Driving Standards Agency, with the execution of 2 enabling contracts, Ibex commenced the Cat B fit-out in October 2005.
Taking the floors from a semi-Cat A finish, works comprised:
- Mechanical and electrical modifications throughout
- AV, data and security installations
- Formation of new toilet zones
- Full finishes to the toilets, including ceilings, ceramic flooring and LPS system
- Open atrium finishes, comprising glazed balustrading and soft floor finishes and also, the completion of the helical staircase
- Dry wall and glazed partitions, including manifestation
- Completion of partly finished ceilings and bulkheads
- Specialist - joinery
- Specialist metalwork
- Carpet tiling
- Decorations, comprising wallpapers

The works also incorporated the finishes to the main entrance from pavement level and the stairs leading to the atrium as follows:
- Wall fillings
- Services installations
- Ceramic flooring
- Balustrading
- Carpets
- Decorations
- Security gates
